Even if you're right (and I like your optimism!), the remaining questions are:
- who will it be supplied by?
- who will be paying for it?
- what will users be giving up in return?  ("free" often comes with a price)
- what restrictions will be in place, and what effect will this have
on the way that people use it?

Free-to-the-end-user can mean a lot of things...
