I think the CRTC ruling is a good thing. A couple things that gave me pause
during a quick scan of the brief:
=> New forms of (targeted) advertising to be allowed. (hm)
=> BDUs (broadcasters) now required to contribute 1% towards local
programming, above and beyond existing 5% levy for CANCON. =)
