*Unstrung* reports that some U.S. operators have yet to decide whether they
will apply for broadband stimulus grants and loans made available for
unserved and underserved areas.

While wireless ISPs such as Towerstream and ERF Wireless are eager to apply
for funds, other operators such as CenturyTel, which plans to roll out Long
Term Evolution (LTE) technology to its rural customers using the 700 MHz
band, have not decided. The deadline to apply for the first round of
funds--$4 billion worth--is Aug. 15.

Open Range Communications, which recently scored a loan from the Department
of Agriculture's Rural Development Utilities Program and another $100
million in private equity funds, is also unsure whether it will tap the
funds for more money. Open Range is deploying WiMAX in rural areas.

It's widely believed that major operators may not bother applying for funds
because of the open access requirements attached to the money. For smaller
operators, they need to find matching funds of at least 20 percent toward
the total project cost.

Google is aiming to help the Federal Communications Commission craft plans
for a national broadband network by the February 2010 deadline called for in
the economic stimulus Recovery Act package. The FCC has asked for civic
engagement in the process, and Google is answering the call.

On the company's official blog, Google said it has teamed up with the New
America Foundation to launch a Google Moderator page that allows visitors to
submit and vote on ideas they believe the commission should include in its
national broadband plan. "Two weeks from now we'll take the most popular and
most innovative ideas and submit them to the official record at the FCC on
your behalf," wrote Richard Whitt, Google's Washington Telecom and Media
Counsel. "

The search giant is already advocating its own view of how broadband can be
improved:

   - fiber deployment to every library, school, community health care center
   and public housing facility in the US;
   - incentives for providers to install multiple lines of fiber as new
   networks are rolled out
   - fewer usage restrictions on white space wireless spectrum

Last year Ruckus Wireless entered the 802.11n enterprise space, this year it
is jumping into the 802.11n outdoor market with an access point that uses
802.11n and targets service providers and operators looking to offload their
3G data traffic onto an alternative network.

The company introduced the ZoneFlex 7762 access point, uses fast draft IEEE
802.11n technology, supports dynamic beam forming and can use two frequency
bands--5.8 GHz and 2.4 GHz--simultaneously, said David Callisch, vice
president of marketing with Ruckus.

The company already offers an outdoor 802.11 a/b/g AP to its customers, such
as hotels and enterprises, that want some outdoor coverage as well, but its
new offering is designed for major outdoor deployments.

"We think there is a huge opportunity in the outdoor market, and it's not
like it used to be," Callisch said. "People think of metro plays and
lighting up cities with a signal. That market is morphing into hot
zones--offering WiFi in area-specific markets where there are lots of users
such as apartment complexes, city blocks and enterprise campuses."

Ruckus said it plans to undercut rivals by offering the new 802.11n AP at
802.11g price points. It will be offering the AP for $2,000, which is half
of the price Cisco charges. The 7762 will begin shipping in August.

Ruckus is also heavily targeting the offering at host of telecom service
providers, ranging from cable providers to wireless operators. Ruckus
customers China Telecom and PCCW in Hong Kong have been bundling mobile
broadband with WiFi hotspot coverage and rolling out WiFi.

Raytheon won a $24.4 million contract with the U.S. military to develop a
technology called MAINGATE, or Mobile Ad hoc Interperability GATEway, that
will link several tactical ground, air and satellite communications
terminals together as a key piece of a Defense Advanced Research Projects
Agency project.

The wireless IP network project has been going on within the Department of
Defense for about a decade but MAINGATE will bring in groups of radios and
integrate them onto one high latency wireless network. The aim of the
program is to enable tactical, real-time, high-quality video, data and voice
to be deployed in a networked environment to support tactical operations.



Raytheon's MAINGATE will allow legacy analog and digital systems to be
networked together. It will allow a host of users to join the network at the
same time as well as allow more than 30 different military and civil radios
to talk to each other while maintaining a high-capacity mobile network. For
instance, the network must support a minimum of 20 simultaneous 384 kbps
video streams, voice and data applications, peer-to-peer applications and
network management for aggregate per link data rates ranging from 6.5 Mbps
up to 100 Mbps.

The impact of netbooks and laptops on the growth of mobile data traffic has
been significant, but a new study from Coda Research Consultancy claims that
by 2017, some 418 million users worldwide will be using these devices and
generating 1.8 exabytes of traffic per month, representing

increase over 2009.

The consultancy forecasts that mobile broadband revenues of more than $50
billion will come from netbook/laptop users by 2017, with the Asia-Pacific
region leading with 162 million users. Europe will see 94 million users
while North America is expected to reach 58 million.

Coda Research said half of all mobile broadband users via laptops and
netbooks worldwide will be using LTE connections. LTE users will hit 38
million in 2013 after a ramp up in LTE production in 2012, and will rise to
209 million by 2017, a 1,100 percent increase over 2012, the firm further
forecasts.

"LTE take up will be greatly skewed toward European and North American
markets in the short to medium term, where ARPU will be highest. However, we
will also see significant take up in China, and we may also see countries
like India bypass 3G altogether, and move straight to LTE," said Steve
Smith, consultant with Coda Research.
